Remember that:

the assessed value is always less than the actual market value, and bears only a moderate relationship to it, thanks to Proposition 13, and
the average assessed value per parcel is virtually a meaningless number without knowing the distribution of parcel values.

Fallbrook has the third largest assessed value of the unincorporated areas, trailing Rancho Sante Fe ($1,864 billion) and Spring Valley ($1,539 billion).
